American system Planning and the law are closely connected in the United States. 66 In America planning is handled by the courts--we have no Ministry as you have here," he explained. In Staffordshire, he said, he had been particularly impressed by the work the department were doing to preserve green belts66 to avoid the urban blight we are now getting in America to an increasing extent." Allen did not repeat the form he displayed against Sweden. Too he was drawn out of position and on numerous occasions he "fed" the Irish forwards with overanxious passes. Allen was marking a livewire winger in Billy Bingham. Fortunately for England, Allen was always well covered by wing-half Ron Flowers.

Played to wingers Ireland must have noticed England's full-back's weakness -Howe was not a success, either--and they concentrated on their wingers the second half. Undoubtedly, Allen was troubled by the rain-sodden Wembley pitch. It took him eat least half an hour to fathom its pace. One of his best moves was the free-kick which led to Baker's opening goal for England.
